About HSNP

Hunger Safety Net Programme (HSNP) is one of the four cash transfers programmes under the National Safety Nets Programme (NSNP)also known as Inua Jamii. It is a flagship programme under Vision 2030 implemented by the National Drought Management Authority which is under the Ministry of Devolution and ASALs. HSNP supports the poorest and vulnerable households in the poorest four Arid Counties of Turkana, Mandera, Wajir, and Marsabit. Plans are an advanced stage to expand the programme to Tana River, Isiolo, Garissa and Samburu counties.

HSNP cashThe overall objective of HSNP is to reduce extreme hunger and vulnerability by delivering regular and unconditional cash transfers of Kshs. 5,400 every two months to targeted households.

The core objectives of the programme are:

1. To ensure effective, financially secure and well-targeted use of safety net and cash transfer programmes to support some of the most vulnerable and poor in Kenya

2. Implement a scaled-up, integrated, effective government-led and financed safety net. In times of emergency, caused by drought or flooding, HSNP is able to scale up and reach additional households.
