Account opening begins in all four CountiesAccount opening begins in all four CountiesHSNP2 is concurrently engage in two major activities that include: -

  1. Bank Account opening only for the registered households and
  2. National ID registration starting on 27th October to December 2014 in all the four Counties (Turkana, Mandera, Wajir and Marsabit).

In addition, NDMA is coordinating and supporting National Registration Bureau (NRB) to conduct the mobile National ID registration exercise. The National ID Registration exercise will target all County residents (both HSNP and non-HSNP). The Ministry of Interior and National Coordination (CC, DCC, ACC, Chiefs and Assistant Chiefs) is also involved in this exercise. This is not a re-targetingprocess rather a bank account opening for registered HSNP2 households.

The four Counties have the highest levels of poverty in Kenya, and are the greatest at risk of drought. At the start of the current phase, the programme conducted a mass registration of all households that voluntarily presented themselves from November 2012 to May 2013. The targeted households of 101,679 will receive regular cash transfers after every two months.

The main reasons of HSNP2 ID registration is to provide all the registered households in the four counties with a bank account. As part of Central Bank of Kenya (CBK) regulation of Know your Customer (KYC) a valid National ID card is a requirement for account opening. Once all the National IDs are issued and bank accounts opened, it will provide a wider means of channelling resources to vulnerable households by both the programme, other organizations and the County Governments. The County Governments are urged to support the programme to ensure that the two exercises are successfully implemented for the benefit of the targeted households.
